Parmi les réalisations de cet homme d’exception, il nous plait de rappeler qu’il fut la personne à l’initiative, en 1962, de l’Institut de recherche droit public, qui devint en 1971 le CRDP. Paul Gérin-Lajoie alors Ministre de la jeunesse avait identifié avant tout le monde l’importance de la recherche universitaire et s’était adressé dans ces termes au recteur de l’époque:
