Internet policy in Latin America: Between borderless governance and national initiatives

This seminar looks at the challenges for addressing Internet governance with national policy instruments and institutions. There are increased efforts to localize the Internet governance regime, both from legislatures and in courts. At the same time, the international regime is in transition towards greater institutionalization and away from its U.S. roots. In addition the stakes are much higher after the revelations of widespread surveillance by security agencies.
