The Policy Innovation Lab has been appointed as the South African expert node for the AI Policy Observatory, a global initiative led by the University of Zurich (Switzerland) and Kyoto University (Japan).
The Observatory focuses on analysing and documenting how small and medium-sized countries with relevant technological industries respond to the challenges of AI development and deployment. It provides comparative insights into AI policies and regulatory frameworks, enabling policymakers and stakeholders across the public and private sectors to strengthen governance approaches in a rapidly evolving technological landscape. Implementation of this work is undertaken in coordination with government departments and in collaboration with private and research institutions
Within this framework, the Policy Innovation Lab leads South Africa’s module, contributing expertise on the legal and regulatory dimensions of the country’s Digital Public Infrastructure (DPI) roadmap. This includes advancing the integration of AI regulation with DPI systems such as digital identity, data exchange, and digital payments. This work reflects a development-oriented approach that positions AI as a tool to enhance service delivery, reduce fraud, and promote inclusion. The Lab also contributes to the broader ecosystem through initiatives that leverage AI to strengthen policymaking processes, including its role in piloting Africa’s first AI for policy platform.
As the Lab, we are pleased to contribute to the AI Policy Observatory and we are honoured to lead the South African module, reflecting a shared commitment to advancing AI policy.
