About the Role
The Portulans Institute invites applications for the GTCI Project Manager role in support of the Global Talent Competitiveness Index (GTCI) 2026, which is a benchmarking study of how nations develop, attract, and empower talent, used by governments, businesses, and academic institutions worldwide. Each edition is organized around an annual theme, and the 2026 edition, launching in late November, is devoted to talent preparedness in the age of AI : How nations are preparing for the future of work. This is a high-impact, co-authored project led by a distinguished team of academics and policy advisors, from Portulans Institute and INSTEAD.
The Manager will work closely with the Portulans management and staff as well as with two INSTEAD professors.
Key Responsibilities
- Taking initiative to secure chapter and survey contributions on this theme from 6-7 countries for publication in the November 2026 Report
- Contribute to the drafting and writing of several chapters in this Report
- Data Collection Support Assisting in liaising with partners on data collection and audits.
- Project Coordination & Stakeholder Management: Serving as the primary point of contact between the PI, INSEAD, project contributors, and partners; overseeing day-to-day communications, ensuring timely tracking of deliverables and deadlines, and supporting the effective implementation of the MoU.
- Communications & PR Supporting the creation and dissemination of press 1 releases, social media content, and blogs; tracking communications initiatives and media engagement.
- Event Support Assisting with the planning and logistics of launch events outside of the US; managing speaker coordination and promotional materials.
Desired Qualifications and Experience
- Master’s degree or advanced graduate studies in Sociology, Organizational Studies, Political Science, Economics, Public Policy, or a related discipline
- Proven research experience on topics such as resilience, institutional cohesion, inclusion, adaptability, or related themes (academic or applied)
- Strong skills in both quantitative analysis (regression, longitudinal analysis) and qualitative synthesis (frameworks, typologies, literature reviews) – understanding of composite indicators is a plus
- Active interest and knowledge of AI/Talent/Future of Work interfaces.
- Proven project management skills (supervising a team across the world)
- Good human contact and collaborative skills
- International experience and interest; ideally familiarity with business school environments.
- Demonstrated fast learner; the ability to take informal leadership initiative rather than simply execute instructions.
Preferred Qualifications
- Prior work with resilience frameworks (e.g., Fragile States Index, FM Global Resilience Index, Resilience Thinking, etc.)
- Familiarity with econometrics (co-variance structures, non-linear relationships, PCA, etc.). Index-based modeling is a plus.

This position falls under the Portulans Institute Fellowship Program, which supports emerging researchers through competitive short-term appointments. For this role, compensation will follow the Institute’s standard fellowship framework, with an enhanced level of support in recognition of the project’s analytical complexity and the Fellow’s expected contributions.
