Man könnte etwa einwenden, dass sich digitale Technologien so schnell ändern, dass eine Planung über drei bis vier Jahre unmöglich ist. Außerdem könnte man ins Feld führen, dass Digitalpolitik weitgehend Fachpolitik ist und daher eine ressortübergreifende Strategie wenig Sinn ergibt. Beides greift aber zu kurz. Zwar ist es richtig, dass ständig neue digitale Technologien entwickelt werden. Die grundlegenden technologischen Trends sind aber nicht ganz so kurzlebig. Außerdem kommen Technologien keinesfalls aus dem Nichts, durch die Beobachtung, z. B.
